Ms. Tonya Penn-Harper is a seasoned mature Affordable Housing Real Estate Development professional with over 35 working years in the industry. She has worked and collaborated with housing officials across the country to implement mission-oriented housing program and policies initiatives from conception through implementation by providing front-end program assessments and feasibility studies to support the development of plans, policy and manage all ongoing reporting for investors and regulatory agencies with a financial interest. Ms. Penn Harper is committed to ensuring capacity, reviewed partnership, construction, and regulatory documents for compliance. She has applied experience working with Public Housing Authorities to managed mixed finance housing partnerships from the investment proposal stage, through the development and construction process to ensure contracts and specification yielded inclusive, safe, quality affordable housing communities.
Ms. Penn-Harper worked closely with industry partners providing ongoing asset management reviews, managed HUD reporting, regulatory requirements form many housing initiatives including but not limited to Mixed Finance partnerships, HOPE VI, Project Based properties, Housing Choice Voucher programs and including managing compliance and program oversight for Equity Funders, Public Housing Authorities, Housing Finance Agencies and Banking institutions. She has worked for a Low-Income Housing Tax Credit Equity Syndicators, Public Housing Authorities and large Property Management and Development companies. As a Senior Asset Manager, she optimized the construction and unit turnover process by conducting unit walkthrough inspections prior to the issuance of the Certificate of Occupancy and thereby making quality units available prior to the delivery date. Proficient at implementing asset management initiatives, directing property management operations and compliance and expert at working with multiple teams and stakeholders to cost contain projects while adhering to policies and financial reporting requirements for investors and regulatory agencies with a financial interest.
Ms. Penn-Harper attended Florida A&M University, Tallahassee, Florida, 1988, BS., Architectural Construction Engineering; Lincoln University, Oxford, Pa, 1977-1979 Sociology. She was on the Women’s Community Development Corp. Affordable Housing CDC, a Board Member and served on the Housing Committee 2015-2018.
