Terria Smothers comes with more than 16 years of vast experience with the CHA Public Housing and HCV Program, HOME, Section 42 LIHTC, CLIHTF, PRA, SRN, and HUD Project Based Section 8/811/PRAC, etc. Terria’s expertise in compliance and management enables her to use her knowledge and skillset to help educate others in the affordable housing field. Her motto, both personally and professionally, is “nothing beats a failure but a try”. Terria’s career began in affordable and market housing as a Leasing Coordinator for more than 2000 units. Terria then became a Property Manager and managed over 500 units with several different layers of funding including but not limited to HUD Project Based Section 8, LIHTC, HOME, CHA Public Housing, HCV Program, Market, etc.

Terria moved into the compliance sector of affordable housing as a Compliance Analyst for a top syndicator where she expanded her knowledge and audited LIHTC properties for 48 states including Puerto Rico. Terria has a Bachelor of Science in Business Administration with a concentration in Management and a Master’s degree in Public Administration with a concentration in Government Management. Terria holds an Illinois Real Estate Broker License. Also, she holds certifications in Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), Management and Occupancy Review Specialist (MORS), Public Housing Rent Calculation Specialist (RIM), Novogradac Property Compliance Certification (NPCC), RAD (Rental Assistance Demonstration) Project-Based Voucher (PBV) Specialist, and Housing Credit Certified Professional (HCCP).
